Before serving the High Desert in the Assembly, Juan was the Antelope Valley’s only elected Democratic councilmember. On the Palmdale City Council, he fought to expand affordable housing, address the homelessness crisis, increase green space, and support local small businesses as they recover from the COVID-19 pandemic.
A former member of the Palmdale School Board, Juan has made equal, quality education, and affordable community college a reality for thousands of Antelope Valley students.
Juan was born and raised in Guadalajara Jalisco, Mexico, and immigrated to Los Angeles when he was 15. He earned his Associate’s Degree in Architecture from College of the Desert, Bachelor’s Degree in Urban and Regional Planning from California State Polytechnic University Pomona, and Master’s Degree in Public Administration from California State University Northridge. Before entering public office, Carrillo served as a city planner — 10 years of which were with the City of Palmdale.
Juan lives with his wife Vanessa, who holds a Bachelor’s Degree in early childhood education, in east Palmdale. Their four children are current students and graduates of Palmdale public schools.
